Cuntryside gains new life thrugh rural and agricultural mdernizatin
With the supprt f the natinal plicy f strengthening and benefiting agriculture, China has achieved remarkable results in ensuring fd security, prmting agricultural transfrmatin and upgrading, integrating primary, secndary and tertiary industries in rural areas, and increasing farmers' incmes. The cnstructin f a cmprehensive well-ff sciety in rural areas has been steadily advanced. The target missin f pverty alleviatin is cmplete.
The 14th Five-Year Plan (2021-25) is an imprtant transitin perid fr China's ecnmic and scial develpment, and it is als critical fr achieving the gal f building a mderately prsperus sciety in an all-rund way. During this perid, China's rural develpment will take n new traits.
The Rural Develpment Research Institute f the Chinese Academy f Scial Sciences and the China Scial Sciences Press jintly released the China Rural Develpment Reprt 2020 last year. The reprt predicts that by 2025, China's urbanizatin rate will reach 65.5 percent. It is cnservatively estimated that the new rural migrant ppulatin will be mre than 80 millin; the prprtin f agricultural emplyment will drp t abut 20 percent; the prprtin f rural ppulatin ver 60 will be 25.3 percent, abut 124 millin.
The reprt pints ut that the verall idea f China's rural develpment during the 14th Five-Year Plan is t ensure natinal fd security as a prerequisite, t deepen system refrm and speed up scientific and technlgical innvatin as the driving frce, t take the high-quality develpment f agriculture and rural areas as the main line, and t prmte rural industries.

China will rll ut new measures t deepen the refrm f gvernment functins, in a bid t further energize market players and bst the mmentum f develpment, the State Cuncil executive meeting chaired by Premier Li Keqiang decided n Wednesday.
The meeting decided n plicy steps t create a mre enabling emplyment envirnment. The number f prfessins requiring gvernment-apprved licenses will be reduced, and certificatin f vcatinal skill grades by private bdies will be prmted. The sund develpment f new frms f emplyment will be supprted. Occupatinal injury insurance fr flexible emplyment will be pilted, and the cverage f wrk injury cmpensatin insurance extended, t safeguard the lawful rights and interests f peple engaged in flexible emplyment. "While stabilizing full-time emplyment, we must attach great imprtance t flexible emplyment, which hlds brad prspects," Li said.
The meeting required streamlining the prcedures and reducing the dcuments, time and fees needed in gvernment reviews f applicatins. The inspectin rate f law-abiding enterprises and lw-risk gds will be brught dwn, and charges at prts will be reduced r merged.
"We shuld remain clear that the fundatin f ecnmic recvery and grwth needs t be reinfrced, if we are t have sund and steady ecnmic develpment," Li said.
Dmestic demand will be bsted by measures such as verhauling unwarranted restrictins n the crss-city registratin f used cars, easing market access fr hmestays as apprpriate and ptimizing the supply f public services related t peple's livelihds.
Mre interprvincial services will be prvided fr matters clsely related t peple's daily life. The develpment f elderly care facilities will be advanced t invlve private bdies in expanding their capacities and raising the quality f peratins and services.
"Market players need t be enabled t play a primary rle," said Li, "Since last year, there has been a significant increase in the number f market players, which nw ttal ver 138 millin. Over 70 percent are active. We need t supprt these market players t keep emplyment stable."
Bth deregulatin and versight will be advanced as required. Effective versight shall serve as a necessary safeguard fr administrative streamlining. Regulatry standards and rules will be refined, and a benchmark system fr administrative discretin established.
Matters invlving peple's health and public security will be put under stringent versight. Refrms f gvernment functins will be deepened t help fster a mre vibrant, fair and efficient market.
"Fair cmpetitin will be prmted thrugh fair regulatin. Market entities can nly get a fair sht at pprtunity when there is fair cmpetitin," Li said.
