China will reinfrce the prtectin f its rare earth resurces, strengthen full industrial chain regulatin and establish a mechanism under the State Cuncil t decide and crdinate n majr plicy measures, accrding t a draft guideline published n Friday Jan,15.
The guideline was published n the website f the Ministry f Industry and Infrmatin Technlgy and will be kept pen fr public pinin till Feb 15,2021. "Rare earths are imprtant strategic resurces that are nt renewable, and it is necessary t reinfrce the full industrial chain regulatins targeting activities that are currently disrupting the healthy develpment f the industry and damaging the envirnment, such as illegal, destructive, unplanned and excessive mining, and illicit trading," the ministry said.
The guideline aims t regulate the rare earth industry under the framewrk f laws and regulatins, the ministry said. A grup f 17 metallic elements that have distinctive prperties such as electrical cnductivity and magnetism, rare earths are used in a wide variety f applicatins, ranging frm cellphne batteries, cmputers, wind turbines and televisins, t fiber ptics and missiles, and are widely cnsidered imprtant strategic resurces.
Stating the prized resurces' irreplaceable significance fr the upgrade f traditinal industries, and the develpment f emerging industries and the natinal defense industry, the guideline said special measures must be taken t prtect the resurces. It mentined administrative license and prject apprval prcedures fr rare earth mining and the prcess f smelting and separatin, and qutas respectively fr mining, and fr smelting and separatin.
Accrding t the guideline, any rganizatin r natural persn is prhibited frm purchasing r selling rare earth prducts that are illegally mined, r smelted and separated.
It als stressed that rare earth imprt and exprt enterprises must abide by the freign trade and exprt cntrl laws and regulatins.
As the wrld's largest rare earth supplier, China prduces arund 80 percent f the wrld's ttal supplies. Hwever, the cuntry's rare-earth industry faces prblems such as smuggling, illegal mining and envirnmental damage issues.
T prtect the imprtant strategic resurce, the rare earth industry shuld have mre precise rules and regulatins, and the gvernment shuld encurage innvatin and develpment f high-end rare earth prducts such as new materials t mve up the glbal value chain, said Bai Ming, deputy directr f the Institute f Internatinal Market Research at the Chinese Academy f Internatinal Trade and Ecnmic Cperatin f the Ministry f Cmmerce.
