The festival fficially starts n January the 5t e very year, but the lcals begin t celebrate the festival in the third week f December f the previus year because mst f the ice lanterns, ice and snw sculptures are cmpleted by this time. Depending n the weather cnditins and activities, the festival usually lasts until the end f February.
As early as the 1980s, the ice lanterns in Harbin were knwn abut by many turists frm all ver China. The unique snw and cultural activities have been the subject f the gvernment’s attentin. When gvernment fficers met turists frm Taiwan, Hng Kng and Macau they fund that their guests were very excited abut Harbin’s ice lanterns, ice culture, winter activities and snw, and then they had an idea abut hlding an ice and snw festival t prmte Harbin’s turism. The fficers came u with this idea in Octber 1983. after mre than a year’s effrt, their suggestin was accepted by bth the Harbin Municipal Gvernment and Heilngjiang Prvincial Gvernment. On January 5, 1985, the first Ice Lantern Shw was declared pen at Zhaling Park.
