　　當前，隨著陸地資源短缺、人口膨脹、環(huán)境惡化等問題的日益嚴峻，各沿海國家紛紛把目光投向海洋，加快了對海洋的探索研究和開發(fā)利用。一場以開發(fā)海洋為標志的“藍色革命”正在世界范圍內(nèi)興起。海洋資源的開發(fā)利用，在很大程度上推動了經(jīng)濟的發(fā)展，滿足了人類向海洋要效益的愿望，但在海洋開發(fā)探索迅速升溫的同時，海洋資源也正承受著前所未有的壓力。
